Zhu said the appointment of Laura Cha as vice-chairman of the China Securities Regulatory Commission represents only the beginning of China's work in terms of recruiting overseas talent to mainland positions. He said the communist party's central committee has made a decision to recruit overseas talent in order to help the country strengthen its competitive edge. The departments that will introduce staff from overseas are those most exposed to international competition, particularly in the banking, securities and insurance sectors. Large state enterprises may also need to recruit managers from overseas, he said.
