Antony Leung: appropriation of reserve for deficit forbidden

Financial Secretary Antony Leung pointed out that it is prohibited to embezzle financial reserve to fill deficit, for the appropriation will negatively affect the credit rating in Hong Kong. To maintain a stable financial reserve is extremely important, which can ensure that the HKSA government should not depend heavily on loans.

The HKSA government will carry the first-round consultation as for the budget of next year and collect advices about expense and income.
