Iraq and UN sign memo and extend exchange-petroleum-for-foodstuff to Nov

According to a memo of understanding signed between Iraq and UN, the UN permits Iraq to extend the plan of exchange-petroleum-for-foodstuff by 150 days to the end of November. Both sides would settle down the agreement after they changes correspondences in New York.
