Policy address balanced and appropriate: chief economist of SCB

Standard Chartered Bank chief economist Kwok Kwok-chuen said Tung Chee-hwa's policy address was balanced and appropriate. He hopes the provision of 30,000 more jobs suggested in the policy address will be realized soon to give the weakening economy a boost. Regarding the potential benefits brought by China to the city, Kwok said Hong Kong should not expect too much from the mainland as exports other than financial services will not generate significant effects of scale of economy. Yet, Hong Kong can certainly see China as a production base, he added.
